This introduces a new version of the provider's applicant list that is specific to the administrator side of the application. It displays a list of all scholarships and their applicants. It is only accessible on the admin portal.

This will absolutely need to be rebuilt from the ground up in the future - specifically, the APIs need to have more thought put in with respect to data security and user group permissions.

I have just pushed new content, which I'm going to sum up in just one PR. This now adds the ability for providers and administrators to download a templated Typst-compiled PDF as a student's representation.
