Adds a new prop to the RadioList called other_prompt. When set, it will display a new radio button with a text field that allows users to enter their own value, in the case that the value doesn't appear in the list.

Along with this extra prop, I've also added proper hydration logic to the component so that custom values are properly editable on page reload, and implemented the "other" option for the scholarship info form.
